It never mentions. But I live in a country where LOTS of people have a really hard time, working really HARD, just to earn some bucks since very early in life, having no time left just to get a decent education. I'm not talking about alms: having the same chance in life, in this case, would be just earn enough to get access to good education. Lazy people would never succeed in a theoretical system like this, btw.
